David Harman Layton was born on November 11, 1942, on the Layton family farm near Russellville, Ohio, to Harry Oscar and Frances Harman Layton. He was raised with strong family roots and lifelong ties to his hometown.

He was preceded in death by his siblings Robert Layton, Mary Roussos, and Donald Layton. He is survived by his sister, Andrea Layton Wilkerson, and many nieces and nephews.

After graduating from Russellville High School, David enlisted in the United States Air Force in August 1960. He served until August 1964 and was stationed in Turkey as a ground radio repairman.

In December 1964, David married his high school sweetheart, Brenda Britain Layton. They shared 61 years of marriage and built a life and family together. They were blessed with three children: David (Jennifer) Layton of Virginia; Matthew (Sara) Layton of Ohio; and Krista (Nino) Ardemagni of Arkansas.

David was a proud grandfather to eight grandchildren: Aaron, Taylor (fiancée, Alex), and Nathan Layton of Virginia; Joshua (Amanda) Layton of Monroe, Louisiana; Madison (Rudy) Wenzlick of Russellville, Ohio; and Jackson, Noah (fiancée, Faith), and Layton Maienschein of Arkansas. He is survived by three great-grandchildren: Nora Layton, Charlotte Wenzlick, and Beau Wenzlick.

David retired after 32 years as an electrical engineer with B-Way Corporation (formerly Heekin Can), after beginning his career at Cincinnati Milacron. He was a proud graduate of the University of Cincinnati and a loyal Bearcat fan. He loved the Cincinnati Reds, and the Bengals, in good times and bad times. He was not a fair-weather fan. A man of deep faith, David served as both a deacon and elder in the Presbyterian Church and was involved in early youth soccer in Brown County as a coach and supporter.

David faced Parkinson’s disease with courage and dignity. In his later years, he moved to Arkansas to be closer to family.

He will be remembered as a devoted husband, father, proud grandfather and great-grandfather, and a man of steady faith, service, and quiet strength.

A service celebrating David’s life will be held on February 28, 2026, at 12:00 p.m. at the Russellville Presbyterian Church in Russellville, Ohio. Visitation will be held from 11:00 a.m. until the time of the service at noon. Inurnment will follow the services at Ash Ridge Cemetery with military services. Family and friends are invited to gather afterward at Indian Spring Winery in Sardinia for fellowship, sharing stories, pictures, and music as we continue to honor and remember him.

Dixie Ann Utter, age 73, of Georgetown, Ohio passed away Friday, February 13, 2026 at the Anderson Mercy Hospital in Anderson Township, Ohio. She was born October 10, 1952 in Georgetown, Ohio the daughter of the late Herbert and Ethel (Mefford) Melvin. Dixie was a cherished homemaker and beloved matriarch of her family. Throughout her life, she was the heart of her household, creating an inviting home that served as the focal point for family gatherings. She embraced each season, holiday and occasion with warmth and creativity, ensuring that her home was beautifully decorated and filled with love. Dixie’s exceptional culinary skills were a gift she happily shared, especially with her grandchildren, whom she taught to bake. Sundays were reserved for family, where they would come together after church to enjoy food and fellowship—moments that were truly precious to her. In addition to her passion for cooking, Dixie had a talent for crafting and shopping and dedicated 25 years as a local Avon consultant. She loved traveling, particularly during her favorite season, fall, when she would venture to the mountains of Gatlinburg to admire the stunning autumn colors. Dixie’s world revolved around her family; she took immense pride in raising her daughters and was thrilled to become a grandmother and eventually a great-grandmother to three wonderful boys. Her devotion extended into her faith, where she was dedicated member of the Georgetown Church of Christ in Georgetown, Ohio. For 16 years, she and her husband formed an incredible custodial team, dedicating their efforts to maintaining the cleanliness and sanctity of the church and she found joy in participating in various church programs. Dixie’s legacy of love, kindness and unwavering dedication to her family and community will forever be remembered. Besides her parents, she was preceded in death by one brother – Richard Melvin and three sisters – Linda Sullivan, Patty Perry and Betty Layman.

Mrs. Utter is survived by her loving husband of nearly 55 years – Gary Utter whom she married August 28, 1971; two daughters – Denise Leggett and husband Keith of Georgetown, Ohio and Susan Meadors and husband David of Palm Coast, Florida; three grandchildren – Kylee Walter and husband Matthew of Georgetown, Ohio, Lance Leggett and wife Diana of Bethel, Ohio and Elyse Leggett and fiancé Carson Gilpen of Georgetown, Ohio; three great grandsons – Sutton, Sawyer and Shepherd Walter and numerous nieces, nephews, great nieces and great nephews.

Private services will be held at the convenience of the family. The Cahall Funeral Home in Georgetown, Ohio is serving the family.

Kenneth Earl Shelton, 89, of Aberdeen, Ohio, passed away Friday, February 13, 2026 at the V.A. Medical Center in Cincinnati, Ohio. He was a United States Air Force Veteran. He was retired from DP&L, where he worked as a control room operator and was a member of the Ripley Church of the Nazarene. Mr. Shelton was born on August 10, 1936 in Aberdeen, Ohio the son of the late Stanley and Gladys (Kidder) Shelton. He was also preceded in death by his wife – Jane Shelton; his brother – Ashby Shelton and his son-in-law – Terry Phillips.

Mr. Shelton is survived by one daughter – Connie Phillips of Aberdeen, Ohio; three sons – Kenneth A. Shelton of Aberdeen, Ohio, Mark A. Shelton of Aberdeen, Ohio and David S. Shelton (Donna Graley) of Maysville, Kentucky; six grandchildren – Mason (Vanessa), Ethan (Sydney), Brittany (Alex), Lacy (Vicente), Courtney and Jordan; twenty-four great-grandchildren – Zane, Camden, Madison, Payton, Barrett, Alexis, Janie, Bailey, Jozlin, Ryder, Nova, Amiah, Avery, Averianna, Auryus, Hailey, Sean, Mavick, Kenayla, Malaki, Devin, Aleah, Addyson and Vicente Jr.

It is with heavy hearts that we share that John William Carraher, of Sardinia, Ohio, crossed his final finish line on Friday February 13, 2026 at Clermont Mercy Hospital in Batavia, OH, just a month after his 77th birthday.

He was born January 13, 1949 in Cincinnati, OH, son of the late John William Carraher Sr. and Ada Mary (Upton) Carraher.

John was a man who couldn’t sit still, whether he was drag racing in his younger days, serving his country in the Army, farming the land, or behind the wheel of a semi, he was always moving. He was a die-hard NASCAR fan and never happier than when he was around his pulling truck.

But for all his toughness and the 35 year battle he fought against Parkinson’s, he had a soft side, too,. He loved his family, adored his grand kids, and to the very end, never met a dessert he could turn down. He will be missed for his grit, sense of humor and his love for all things fast. John was his family’s hero and will be dearly missed every day , but he is finally at peace.

He’s back in the driver’s seat now.

Surviving is his wife, Gail Carraher whom he married April 21. 1979 in Hillsboro , son, John William D. (Heather) Carraher III, daughter, Jodi (Matthew) Gallogly, four grandchildren, Adilynn, Connor, Allyson and Cara; 5 siblings, Nancy (John) Clements, Robert (Joanna) Carraher, Charles Bradley (Carol) Carraher, Mary Catherine (John) Stricker and James Douglas (Kristy) Carraher and many nieces and nephews.

A Memorial Mass will be celebrated at St. Mary Catholic Church, in Hillsboro, Saturday, February 21, 2026 at 12:00 pm with Rev. Scott Morgan celebrant. Interment will follow in the Mowrystown Cemetery, Mowrystown, Ohio where the Highland County Veterans Honor Guard will conduct full military honors.

Friends will be received at St. Mary Catholic Church Saturday, February 21, 2026 10:00 am until the time of Mass at 12:00 pm.

Dora J. Kirtman, 79, of Mt. Orab, OH, passed away Sunday, February 8, 2026 at the Ohio Valley Manor Nursing and Rehabilitation Center. She was born on May 19, 1946 in Decatur County, IN to the late Wilmer D. and Nan Gill (Roberts) Kirtman. She was an accountant for J.P.S. Technology in Blue Ash and was a member of the Brown County Senior Citizens in Fayetteville, OH.

In addition to her parents, she was also preceded in death by daughter, Elizabeth Jane Perkins; brothers, Edward, Dennis, Daniel and Wilmer Jr Kirtman and sister, Lenamae Manning.

Dora is survived by daughter, Patricia Lynn Taylor of Cincinnati; sons, William Ray Perkins of Hamilton, Randy L. Perkins of Loveland and Lawrence Wayne Perkins of Cincinnati; 17 grandchildren; numerous great grandchildren; sister, Teressa Jones of Fort Wyne, IN as well as several nieces and nephews.

Dora will be cremated. There will be no services.

Nancy “Nikki” Dennison was born on December 31, 1943 in Maysville, Kentucky to William “Red” Dennison and Virginia Nichols Dennison. On September 22, 1966, she married Leonard “Buddy” Mitchell, also of Maysville and a Lieutenant in the United States Navy. Together, Buddy and Nikki had two children, Teresa Lynn in 1968 and Carolee in 1971. Nikki was a lifelong resident of Maysville until moving to Brown County, Ohio in the early 1970’s, first to Aberdeen and then to Georgetown where she reared her children and happily nested for 47 years. Upon the death of her husband in 2024, Nikki returned to Maysville to spend the last 1.5 years of her life back where her story had begun.

Nikki was known for her exceptional talents as a homemaker, using art, linens, candles, scent, and porcelain décor to create a home that was always beautiful, restful, and welcoming. Her granddaughter Suzanne Savard continues this tradition she inherited from her beloved “Grammy”. She was also a skilled cook who had zero fear of salt, fat, sugar, or heavy cream. That there were other seasonings in the world besides salt and pepper was something I am not sure she was aware of, and I grew up thinking that with just a salt and pepper shaker and a stick of butter, a woman in the kitchen could change the world. Her daughter Teresa is busy making sure this part of Nikki will never die, as she clutches her jar of bacon grease with the unholy death grip of the deranged. Nikki was not an adventurous cook or eater, but in the last months of her life, she tried sushi, Filipino food, and Indian food, for which we were all very proud.

Nikki also had a talent for friendship, and if you don’t believe me just ask Debbie Pfeffer, Phyllis Turner, and Phyllis Colliver. If you bribe them enough, they may even tell you some of the absurd shenanigans they got up to in the last 30 years together. As a reflection of her kind and empathetic heart, Nikki also maintained a robust card ministry, sending words of encouragement, comfort, and support to those in need. She has blessed many hearts with this ministry over the years.

Nikki also, astoundingly, loved to clean. She was as excited about a clean window as most people would be about winning the lottery. Sadly, this is not an attribute she appears to have passed on to her progeny. We will miss her cleaning sprees greatly.

Her other love was thrifting. If Goodwill hasn’t already called for a universal moment of silence on her behalf, they should have. Her ability to walk in a thrift store and find a designer bag, jacket, or jewelry was legendary. She also had an outsized attraction for costume jewelry and bold colors. Nikki loved and wore regularly hues that other women would wear sparingly, or not at all, such as hot pink, fuscia, turquoise, lime green, and orange. She loved big patterns and her collection of “loud” jackets was her lifelong claim to fame. In a world of “greige” wrens, Nikki was always the macaw you couldn’t look away from.

Nikki was also known for deep empathy, intuition, and “witchiness”. In her maternal line, there is an impressive and mysterious low-key clairvoyance and “mind sharing”. Women in her family don’t need words to communicate and she was particularly attuned among all of us. Many marveled at the unexplainable nature of this “knowing” but to Nikki, it was as natural as breathing. She used her awareness as a conduit for nurturing and support in ways that will never be forgotten.

Sadly, Nikki died very unexpectedly of Aspiration Pneumonia and Sepsis at Baptist Health in Lexington, KY. Upon her death, she was surrounded by family showering her with love, prayer, and gratitude for her life. Her legacy of kindness and sassiness lives on In all of us and she will be deeply and forever missed and loved.

She was predeceased by her sister Patsy Jones of Maysville, KY, her husband Buddy Mitchell of Georgetown, Ohio and her daughter Carolee Mitchell Allen of Chattanooga, TN. She is survived by her sister Mary Lou Barnes of Bedford, IN, her daughters Teresa Savard of Maysville, KY and Christie Wright of St. Albans, WV as well as 5 grandchildren and 7 great grandchildren.

Visitation will be Friday, February 13, 2026 from 1:00-3:00 pm at Moore and Parker Funeral Home in Maysville, Kentucky and the funeral service will be Saturday, February 14 at 10:00 am at the same location. Reception following funeral at a local location that will be confirmed at that time.

Mary Melissa Crabtree passed away peacefully in her sleep on January 31, 2026, just two days shy of her 84th birthday. Born on February 2, 1942, in Brown County, Ohio, to Walter L. and Helen M. Kattine, Mary grew up in Georgetown, Ohio, where she graduated high school in 1960.

Shortly after graduation, she began a 46-year journey of marriage with her beloved husband, Robert E. Crabtree, until his passing in 2004. A lifelong homemaker, Mary’s greatest work was her family. She navigated the joys and sorrows of motherhood with a quiet strength, raising seven surviving children: Louis R., Walter L., Juan P., William E., Chris, Elizabeth, and Candice Crabtree. She now joins her husband and three children who preceded her in death: Lois, Anthony, and Melissa.

A woman of steady faith and simple pleasures, Mary was a member of Elfers First Baptist Church in Florida. She found peace in nature through bird watching, had a lifelong soft heart for animals, and was an avid sports fan. She leaves behind a legacy of endurance and a large, loving family who will miss her dearly.

Funeral services will be at 12 p.m. Friday, February 20, 2026, at Wallace Funeral Home & Chapel, Barboursville. Visitation will be one hour prior to the service Friday at the funeral home. Mary Leona Weber, age 86, of Williamsburg, Ohio passed away Friday, February 6, 2026 at her residence. She was born September 16, 1939 in Brown County, Ohio the daughter of the late Charles and Alice (Ellis) Pursley. Mary dedicated many years to serving as a volunteer at the gift shop at Mercy Hospital Clermont, where her warm presence and kindness touched the lives of many. Her heart overflowed with love, particularly for her grandchildren and great-grandchildren, with whom she relished every moment spent together. Mary’s commitment to her family was unwavering, and her legacy of love will continue to resonate within their hearts. Her life was a testament to the beauty of giving and the joy found in nurturing familial bonds. She will be remembered for her gentle spirit and the profound impact she made on those fortunate enough to know her. Her memory will forever remain an enduring source of inspiration and joy. Besides her parents, she was preceded in death by her husband – Robert Weber; one sister – Mildred Lamontte and three brothers – Jack, Harold and Charles Lee Pursley.

Mrs. Weber is survived by three children – Steven (Mickey) Weber of Delhi, Ohio, David (Marci) Weber of Edinburg, Indiana and Donna Dzury of Macungie, Pennsylvania; four grandchildren; seven great grandchildren; one sister – Faye Arbaugh of Lake Placid, Florida and several nieces and nephews.

Thursday at the funeral home. Private interment will be held at the convenience of the family in the Williamsburg Cemetery in Williamsburg, Ohio.

A civil suit was filed by the State of Ohio, ex relator Christopher R. Hicks, against the Village of Mt. Orab Council in the Brown County Court of Common Pleas on Feb. 6.

The civil suit filed is in relation to the appointment of a new council member during the Feb. 3 regular council meeting, claiming council member Shane Ogden made an “improper motion to go into executive session” to discuss the appointment of a council member to fill an open council seat, a violation of the Ohio Sunshine Act. According to the complaint filed, when making the motion to go into executive session, Ogden did not state an approved purpose for entering into executive session, which is required under Ohio law. The complaint also alleges that no proper roll call was made by anyone running the meeting while taking a vote to enter executive session. According to the complaint filed, “random council members said, “Yay.”

Mt. Orab council member Eric Lang recused himself from the executive session to appoint a new council member to an empty seat.

After retiring into executive session for approximately seven minutes, and then returning to regular session, council voted in favor of appointing Carl Vineyard as a council member to fill the empty seat. According to the complaint, a proper roll call was not taken during the vote to appoint Vineyard to council. According to the complaint filed, “random ‘yays’ were stated from various council members while voting to appoint Vineyard.

Vineyard was then sworn into office by Mt. Orab Mayor Joe Howser, and the meeting carried on with Vineyard sitting in as a council member.

According to the complaint filed, the improper and incomplete call for executive session by Mt. Orab Village Council and resulting action that resulted in the Vineyard’s appointment to council is invalid by Ohio law.

The civil suit claims that, as a result of the improper and incomplete call for executive session by Mt. Orab Village Council, the following actions taken during the meeting are invalid by law: the resignation of Tyler Spitznagel as lieutenant of the fire department, Police Chief Hahn to fill the vacancy of the Mt. Orab Middle School Resource Officer as long as Superintendent White gives him approval to do so, to approve the termination of Josh Chambers, and for Chief Hahn to have the authority to fill another full-time position.

The civil suit goes on to state: “Wherefore, relator Christopher R. Hicks, on behalf of and on relation to the State of Ohio, hereby prays and requests the Court:

A. Issue a judgment in his favor and against the Respondents Village of Mount Orab Council, Mayor Howser, Ogden, Council member Waits, Council member Howell, Council member Cordrey, Council member Lang, and purported Council member Vineyard; and

B. Issue a declaratory judgment on the invalidity of the appointment of Carl Vineyard as Council member of the Village of Mount Orab at their regular meeting held on February 3, 2026; and

C. Issue a declaratory judgment on the invalidity of the following actions at the February 3, 2026 Council meeting: the resignation of Tyler Spitznagel as lieutenant of the fire department, Police Chief Hahn to fill the vacancy of the Mt. Orab Middle School Resource Officer as long as Superintendent White gives him approval to do so, to approve the termination of Josh Chambers, and for Chief Hahn to have the authority to fill another full-time position; and

D. Issue and injunction compelling Respondents the Village of Mount Orab Council, Mayor Howser, Council member Ogden, Council member Waits, Council member Howell, Council member Cordrey, Council member Lang, and purported Council member Vineyard to comply with all provisions of R.C. 121.22 - the Ohio Open Meetings Act; and

D. Issue an injunction compelling Respondents the Village of Mount Orab Council, Mayor Howser, Council member Ogden, Council member Waits, Council member Howell, Council member Cordrey, Council member Lang, and purported Council member Vineyard to correct its unlawful actions; and

E. Award Relator a civil forfeiture of one thousand dollars, all court costs, and pursuant to R.C. 121.22(I)(2)(a).

F. Grant Relator Hicks such other relief to which he may be entitled to law or in equity.“

Important Notice Regarding Mailed Property Tax Payments and USPS Postmarks

Taxpayers who choose to mail their property tax payments should be aware of recent changes in United States Postal Service (USPS) postmark practices that may affect how payment timeliness is determined.

Under updated USPS policy, the date printed on a postmark usually reflects when the mail piece is first processed by USPS sorting machinery, not necessarily the date the payment was placed in a mailbox or dropped off at a post office. This processing can occur one or more days after drop-off, particularly during periods of high mail volume.

Because Ohio law relies on the postmark date to determine whether a mailed payment is timely, taxpayers mailing payments close to a due date of February 11, 2026 are encouraged to:

• Allow additional mailing time

• Inquire at their local post office about postmark procedures and processing timelines

• Request an in-person hand-stamped postmark at the post office counter NO later than February 11, 2026.

• Use an alternative payment method to ensure timely receipt when payment is made close to or on the due date.

Payments that are postmarked after the due date may be subject to penalties as required by law.

Glenda “Sherry” Sharon Rogers, age 77, of Mt. Orab, Ohio passed away Monday, February 2, 2026 at her home surrounded by family. She was born March 13, 1948 in Detroit, Michigan, the daughter of the late Dana Cupp, Sr. and Virginia (Owens) Cupp. At the tender age of three, Sherry moved to LaFollette, Tennessee, where she spent her formative years and graduated from LaFollette High School in 1966. Following her graduation, Sherry relocated to Cincinnati, Ohio to live with her mother, Virginia. She embarked on a career at Blue Cross Blue Shield, where she dedicated several years of service. In early 1968, Sherry became engaged to Ron, and the couple joyfully married on June 29, 1968. Together they forged a life filled with love and shared experiences. Sherry cherished her role as a mother and grandmother, finding great happiness in spending time with her grandchildren. Her professional journey continued as she joined the Brown County extension office. Over the course of 23 years, she shaped the lives of many, working diligently to support 4-H and FFA students, educators and farmers until her retirement in January of 2011. Sherry spent countless hours in the cattle barns and watching cattle shows. Her passion for her work created a lasting impact and she formed meaningful friendships not only locally but across the state and beyond. Sherry found joy in traveling alongside Becky and the 4-H kids, creating unforgettable memories through these experiences. Sherry was known for her warm spirit and her signature peanut butter fudge, which was often considered the best. She had a love for music and enjoyed singing, delighting those around her with her cheerful melodies. In late 2025, Sherry faced a daunting diagnosis of cancer shortly after the conclusion of the Brown County Fair. Her courageous spirit and dedication to her work and community will be remembered fondly by all who had the privilege to know her. She leaves behind a legacy of kindness and service that will continue to inspire those who knew her throughout her life. She will be deeply missed by her family and friends who cherished her warmth and vibrant spirit. One Mt. Orab Village Council member has taken steps in an attempt to stop a data center from being developed on the more than 1,000-acre mega-site located in Mt. Orab.

During the Village of Mt. Orab’s Feb. 3 regular council meeting, council member Eric Lang proposed ordinances that would put a 180-day pause on the issuing of new permits for data center development in the village. The three proposed ordinances are required to undergo the “three readings rule,” so two more readings of the ordinances are to be conducted before council will have the opportunity to vote in favor of or against the adoption of the ordinances.

“I’m offering this up,” Lang said to other council members while proposing the ordinances during the Feb. 3 meeting. “If this is not a data center, it should be a no-brainer to do this.”

The first proposed ordinance (Ordinance No. 1339), if adopted, will place a temporary zoning code moratorium for 180 days on the granting/issuing of any new permits, as well as the receipt and processing of applications for permits for data centers within the corporate limits of the Village of Mt. Orab.

The second proposed ordinance (Ordinance No. 1340), if adopted, will place a temporary zoning code moratorium for 180 days on the granting/issuing of any new permits, as well as the receipt and processing of applications for permits for small, modular reactors within the corporate limits of the Village of Mt. Orab.

The third proposed ordinance (Ordinance No. 1341), if adopted, will amend certain sections of the Village of Mt. Orab zoning code including placing a permanent ban on commercial nuclear energy facilities, including but not limited to small, modular reactors within the corporate limits of the Village of Mt. Orab.

Cheers could be heard from the crowd outside the municipal building that was live-streaming the Feb. 3 meeting, as Lang introduced the ordinances to council.

Lang, who signed a non-disclosure agreement in relation to the plans for the mega-site after taking his seat in office, is the only member of Mt. Orab Village Council thus far who has rescinded his non-disclosure agreement.

Among the concerns of Mt. Orab residents who are pushing against the possible development of a data center in their community are increased utility rates and the environmental impact it could have. When it comes to energy use, steps have been taken to protect residential consumers in areas where large data centers have been or are being developed, according to recent news reports.

KJK (Kohrman Jackson Krantz) is a full-service law firm with offices in Columbus and Cleveland, and on Dec. 22, 2025 KJK published a story on its website by Jace Libman-Phelps and Collin Harrington, “Ohio’s rising electricity bills: The legal battle over data centers and AI.”

According to information found in the story, “In July 2025, the Public Utilities Commission of Ohio (PUCO) approved a tariff requiring large data centers to pay for at least 85% of their projected electricity usage for up to 12 years, regardless of actual consumption. Additionally, the tariff imposes exit fees on projects that are canceled after utilities incur costs. Key objectives of the tariff include:

• Protect ratepayers from bearing the cost of grid expansion.

• Ensuring data center operators contribute to infrastructure investments.

• Reducing risks associated with project cancellations after utilities incur significant costs.

The tariff also ended AEP Ohio’s moratorium on new data center agreements in Central Ohio, signaling that growth can continue under a framework that aligns costs with those driving demand.”

The News Democrat, Ripley Bee and Brown County Press contacted the PUCO to find if it has received any requests from energy providers such as Duke Energy or are conducting any reviews in relation to the impact a data center in Mt. Orab could have on residential consumers. The response from PUCO was that they were not aware of any requests and were not currently conducting any reviews for energy to power a data center in Mt. Orab. The representative of PUCO also noted the progress that is being made to protect residential consumers from rising utility costs due to data centers.

The News Democrat, Ripley Bee and Brown County Press also contacted Duke Energy on Feb. 5, questioning if Duke had received any requests for increased energy supply to power a data center at the location of the mega-site in the Village of Mt. Orab. The News Democrat, Ripley Bee and Brown County Press is awaiting a response from Duke Energy.

The Public Utilities Commission of Ohio on July 9, 2025 issued an order directing AEP Ohio to file new tariffs applying to data centers. The Commission adopted a settlement agreement reached by AEP Ohio, PUCO staff, Ohio Consumers’ Counsel (OCC) and others.

“Today’s order represents a well-balanced package that safeguards non-data center customers on an industrial and residential level while establishing a dependable and reasonable environment for data centers to continue to thrive within Ohio,” stated PUCO Chair Jenifer French.

As recent reports have indicated, agreements are being reached to help protect residential consumers in areas where data centers are located or being developed.

The land parcels making up the industrial mega-site in Mt. Orab were sold to DB STU LLC just over a year ago.

When reviewing the limited warranty deeds to these parcels of land that make up the mega-site in Mt. Orab, DB STU LLC (a Delaware limited liability company) has a tax-mailing address of c/o Vorys, Sater, Seymour and Pease LLP of Columbus, attn: Nicklaus J. Reis.

The News Democrat, Ripley Bee, and Brown County Press left a message for Reis on Feb. 5, but so far has received no response.

Assisting in data center development is one of the services Vorys provides.

“Vorys has positioned itself at the forefront of the modern data center development wave,” according to information found on the Vorys website (www.vorys.com).

According to a news release dated May 1, 2025 and titled, “Vorys Assists Vantage Data Centers in Hyperscale Data Center Development,” a cross-practice Vorys team recently assisted in the development of a hyperscale data center campus in New Albany, OH. According to information found in the news release, the “1.5 million-square foot project in New Albany will deliver 192 megawatts of IT capacity, and more than $2 billion will be invested into the development.”

The News Democrat, Ripley Bee, and Brown County Press reached out to Scott J. Ziance, partner with Vorys, with hopes of finding what economic impacts come with data centers. While Ziance would not comment on the New Albany data center project specifically, he did provide an analysis report authored by Vista Site Selection, a study that compares the economic impacts of data centers and manufacturing centers in Ohio. The study was authored by Vista Site Selection, LLC to detail the economic impacts of two hypothetical cases: a 250K sq ft data center and a 250k sq ft manufacturing center.

The study, showing a side-by-side comparison of data centers and manufacturing centers, included tax summaries for a data center and a manufacturing center. The tax models examined the one-time construction impacts, ten years of machinery and equipment, and annual labor costs.

The data center tax model showed the generation of $154 million in Federal taxes and $43 million in State taxes with Local/County Taxing Districts estimated to generate $35 million.

The manufacturing center tax model showed the generation of $62 million in Federal taxes and $19 million in State taxes with Local/County Taxing Districts estimated to generate $15 million.

The analysis report also showed, using hypothetical 250,000 sq ft projects, 9.6K total project jobs with 30% ongoing post-construction in relation to a data center, while it showed 3.6K total project jobs with 56% ongoing post-construction in relation to a manufacturing facility.

The analysis report also showed $1.0B to Gross Domestic Product (GDP) for a data center, compared to a $477M to Ohio GDP for a manufacturing facility.

“The enclosed summary provides a side by side look at the economic impacts of both manufacturing facilities and data centers. The data is clear – data centers provide positive benefits to the community,” Ziance stated in a cover letter that was provided with the analysis report authored by Vista Site Selection.

Economic impacts in the analysis report by Vista were calculated utilizing an input-output macroeconomic model, a method that has existed since 1949 pioneered by economist Wassily Leontif. Input-output economic analysis illustrates, through use of a grid-matrix, how different sectors and industries are interconnected.

The analysis was performed by James Maples, PhD. Maples serves as Lead Economist at Vista Site Selection. His credentials include a PhD from the University of Tennessee in Knoxville, IMPLAN Certified Economist, Google Data Analytics Certified, Kentucky Master Naturalist, and Vice President of Southern Sociological Society (2025-26).

Could it be a hyperscale data center planned for the mega-site in Mt. Orab, similar to what Vorys has assisted with the development of in New Albany?

Due to the non-disclosure agreements signed by the parties involved in the real estate dealings on the Mt. Orab mega-site, many Mt. Orab residents have yet to receive answers to a number of questions they have relating to the data center plans.

Thomas Keene Hanselman, age 92, of Georgetown, Ohio passed away Monday, February 2, 2026 at the Clermont Mercy Hospital in Batavia, Ohio. He was born November 27, 1933 at home in Russellville, Ohio the son of the late Thomas William and Emma Corrine (Keene) Hanselman. Tom was the former owner and operator of ABC Tire in Georgetown, Ohio. Throughout his career, he took immense pride in his business, which served the community for many years. After retiring, Tom maintained an active lifestyle, often found tending to his yard or engaged in various outdoor activities. He delighted in mowing his lawn and his passion for tinkering led him to work on his mower and other projects he felt needed tending to. Each spring, Tom took joy in planting a garden, nurturing the earth with care. He had a deep appreciation for animals and found tranquility in observing birds. Additionally, he harbored a fascination for trains, an interest that he cherished throughout his life. Tom was a member of the Mt. Nebo Global Methodist Church near Hamersville, Ohio and the Ohio Valley Antique Machinery Association, connecting with others who shared his passions. His spirit and contributions to his community will be fondly remembered by all who knew him. Besides his parents, Tom was preceded in death by his first wife of 50 years – Barbara (Sturgill) Hanselman in 2005, one son – Thomas “Tony” Anthony Hanselman in 2013, daughter-in-law – Linda Hanselman in 2013, one sister – Emma Corrine Adamson in 2020 and one brother-in-law – Thomas Adamson in 2007.

Mr. Hanselman is survived by his wife of nearly 18 years – Joan (Harlow) Hanselman; three children – Todd Hanselman and wife Carol of Georgetown, Ohio, Mark Shinkle of Georgetown, Ohio and Sue Shinkle and wife Dani of Georgetown, Ohio; one daughter-in-law – Nancy Hanselman of Georgetown, Ohio; five grandchildren – TJ Hanselman and wife Miranda, Kelly Jackson and Addie and Zephie Shinkle all of Georgetown, Ohio and Joseph Dishon of Cincinnati, Ohio; six great grandchildren – Jackson, Jillian and Jade Hanselman, Emma and Aubrey Jackson and Haiden Dishon and a host of friends.

Thomas “Thom” Clay Liming, age 72, of Amelia, Ohio and formerly of Georgetown, Ohio passed away unexpectedly Friday, January 23, 2026 at his residence. He was born November 21, 1953 in Georgetown, Ohio one of seven children born to the late Ernest “Rip” Richard and Gladys Naomi (Newman) Liming. Thom was a proud United States Air Force veteran and served honorably for four years in New Mexico before embarking on a successful career in the maintenance department at Bethesda North Hospital in Montgomery, Ohio. He was a graduate of Georgetown High School, class of 1972 and he cherished the opportunity to reconnect with his classmates during their 50-year reunion. His passion for sports was evident through his extensive collection of sports memorabilia and he was a devoted fan of the Cincinnati Reds and Bengals. In his earlier years, Thom found joy in fishing and spending time outdoors, which reflected his appreciation for nature. He will be remembered fondly for his contributions to both his profession and the lives of those around him.

Red was the proud owner and operator of Black’s Auto Body in Ripley and Georgetown, Ohio, where he devoted 54 years to his trade. His commitment to quality and service earned him great respect within the automotive industry. In addition to his professional achievements, Red honorably served his country in the United States Army. His passions extended beyond his work; he found joy in collecting antique toys and cars. In 2023, Red had the pleasure of sharing his lifelong collection on an episode of American Pickers. This was a memorable experience and a moment of pride, showcasing his treasured items and allowing others to share in his passion and joy. Red’s enthusiasm for finding rare treasures led him to travel to flea markets and he delighted in attending car shows where he could admire vehicles and connect with fellow enthusiasts. His legacy will continue to resonate through the lives he touched and he will be fondly remembered for his contributions to the community and his passion for collecting. Besides his parents, he was preceded in death by one daughter – Lisa Gast, one brother – Lloyd Black and one sister – Lena Casey.

Jerry Robert Watson, age 76, of Georgetown, Ohio passed away Tuesday, December 30, 2025 at the Anderson Mercy Hospital in Anderson Township, Ohio with his family by his side. He was born November 12, 1949 at home in Georgetown, Ohio the only child of the late Robert Eugene “Bob” and Mildred Lucinda (Penny) Watson. In 1968, Jerry enlisted in the United States Air Force, proudly serving his country with honor. Following his military service, he joined his father in the gravel hauling, excavating and bulldozing business, where he honed his skills and gained valuable experience. Jerry then contributed to Complete Auto Transit for 11 years before establishing his own business, Jerry Watson Trucking in Georgetown, Ohio. Through his business, he played a significant role in the development of Taylor Glen and Lindale Golf Courses. His career also included collaborations with Ron Stract Welding, where he worked on welding turbines and various government projects, as well as Taylors Trailers in Bethel, Ohio. Jerry’s passions extended beyond work; he was actively engaged in tractor pulling at the Brown County Fair and other local fairgrounds and he enjoyed racing his modified car at the Brown County Speedway. An avid hunter and fisherman, Jerry appreciated the great outdoors. In addition to his professional pursuits, Jerry was a collector of antiques and dedicated time to assisting his neighbors with extracurricular activities, reflecting his commitment to community and friendship. He will be remembered fondly for his contributions to his family, friends and community. His legacy of hard work and dedication will live on in the hearts of those who were fortunate to know and love him.

Peggi Lynn Rose (DOB 05-12-1950, DOD 01-30-2026) was a woman of deep love, quiet strength, and a beautifully whole life. She had a rare gift of making people feel instantly welcome, comfortable, and valued. Everyone who knew her loved her; she truly was that kind of person. Peggi found joy in both life’s simple pleasures and its great adventures. She loved reading, music, dancing, fishing, and cheering on the Cincinnati Reds. She especially cherished holiday gatherings, where she enjoyed cooking, entertaining, and bringing family together around her table. Those moments were filled with warmth, laughter, and love. One of Peggi’s greatest simple joys was feeding the fish in the lake at her home. She would light up every time she spotted the white catfish, always excited to see her favorite fish again. She also cherished being at home on their property, spending quiet moments watching wildlife and finding peace in the beauty around her. Peggi had a special fondness for old Southern cities, especially Savannah, Georgia, where she shared a treasured trip with her best friend, Elaine. In her younger years, she loved traveling for work. It was during one of those work trips to Texas that Peggi met Donald Rose. At the time, Peggi was living in Indiana, and Donald was in Ohio. What began as a chance meeting while both were traveling for work blossomed into a lifelong love. Together, they built their life in Hamersville, Ohio, where they shared 37 years of marriage, companionship, and devotion. At heart, Peggi was an old country girl—grounded, humble, and genuine. Early in her life, she didn’t even know how to make a long-distance phone call. But through determination and an incredible natural gift for teaching, she grew into a remarkable professional. Peggi trained others on computer systems when computers first emerged, later training executives and creating manuals for large organizations. Teaching and mentoring others was simply in her genes; she had a knack for making complex concepts understandable and helping people feel confident and capable. Above all else, Peggi loved her family fiercely.

She was preceded in death by her father, Clifford Monroe Day; her mother, Cora Lee(Ratliff) Day; her sister, Avenell (Day) Hartman; her sister, Carolyn Joyce (Day) Shireman; and her son, Curtis Lee Lucas.

She is survived by her devoted husband of 37 years, Donald Rose; her children, Jason (Waynetta) Lucas and Regina (Tom) Wetherald; her stepchildren, Donald Rose Jr., Daniel (Michele) Rose, and Heather Rose McKee (Joel); and her siblings, James H. Day, Dwight Monroe Day, and Lora Denise Day. Peggi was a proud and loving grandmother to 10 grandchildren and a cherished great-grandmother to four great-grandchildren. Her grandchildren adored her, and she adored them in return—her love for them was evident in everything she did.

Peggi fought a long and courageous battle with pancreatic cancer, and she fought hard because she still had so much life to live. Though God had other plans, Peggi approached her journey with faith, grace, and strength, sharing that she was ready to be with God and trusting in His peace. Peggi’s love did not leave with her passing. She will live on in the traditions she created, the meals she cooked, the lessons she taught, the quiet moments watching wildlife at home, and in the hearts of everyone fortunate enough to know her. Peggi was deeply loved and will be forever missed.

A visitation will be held at Anderson Funeral Home, 1357 E. 2nd St., Franklin, Ohio, 45005, on February 6, 2026, from 11:00 am to 1:00 pm. A funeral service will follow at 1:00 pm. Burial will be at Woodhill Cemetery.
